About
Built on delivery, not theory
S&S Project Advisory was founded to put direct, senior delivery experience to work independently — reviewing the kind of projects its founder, Richard Tunstall, has personally run.

“Independent assurance only works if the reviewer has sat in the delivery seat.”

Founder-led
Richard Tunstall, Founder
Richard brings more than 25 years of experience in the built environment, combining healthcare, business development, client account leadership and complex capital programme delivery.
He has held Project Manager and Project Director roles on major capital programmes across healthcare, science, pharmaceuticals and data centres — from specialist clinical facilities and high-sensitivity research environments to live data centre commissioning. He has taken over handovers with no commissioning strategy, reset governance after contractor relationships had turned adversarial, and put global programmes on a controlled footing at setup.
Alongside delivery, Richard has led healthcare bids and client accounts, shaped capital investment and estate strategy, and worked directly with executives and investors. That combination of the delivery seat and the commercial seat is what S&S brings to every review: an honest view of how a project is really performing, and what a sponsor, board or investor should do about it.
Every engagement is led by Richard personally — not handed to a junior team once the proposal is signed.
Commercial and leadership capabilities
Beyond delivery: the commercial side of capital projects
Delivery background
Roles held directly
Project Manager — live data centre construction programme
Took ownership of a handover process left without a commissioning strategy, building and driving the approach retrospectively to protect the completion date.
Independent adviser / peer reviewer — global pharmaceutical programme
Peer-reviewed project setup for a global client, identified governance and controls gaps, and established the framework and PEP to put the programme on a controlled footing.
Project leadership — government research laboratory
Rebuilt design-team capability and coordinated demanding vibration, infrasound and electromagnetic-isolation requirements, achieving the required performance at handover.
Project Director — major healthcare construction programme
Brought in at a critical point to reset governance and decision-making after an adversarial contractor dynamic had eroded client-team resilience.
Project Manager — government department estate programme
Delivered a flagship low-carbon office on time and within the original budget, achieving BREEAM Excellent on completion and later BREEAM Outstanding.
How we work
The principles behind every engagement
Direct, not diplomatic for its own sake
Findings are reported plainly. A board or sponsor gets the real picture, not a softened version designed to protect a relationship.
Hands-on, not theoretical
Every recommendation is grounded in having actually run programmes like the one under review — not a generic assurance framework applied from the outside.
Fixed scope, fixed output
Every engagement follows the same backbone — context, what we reviewed, what we found, what it means, what to do next — so the client always knows what they're getting and when.
Independent by design
No delivery role on the projects we review. Where S&S leads delivery, it doesn't also provide the independent assurance on that project. That separation is what makes the findings trustworthy.
